In accordance with the work arrangements of the Shanghai Municipal Party Committee and Municipal Government, the Shanghai 100,000-ton Green Methanol Project—a collaborative initiative involving four municipal state-owned enterprises (Shenneng Group, Shanghai Chengtou Group, Shanghai Huayi (Group) Company, and Shanghai international port (Group))—has achieved a significant milestone. The project has obtained dual certifications for the entire ISCC EU and PLUS process, covering raw material supply, methanol production, and trade storage, transportation, and refueling. Compared to methanol produced from fossil fuels, the average carbon emission intensity is reduced by over 80% to 94 gCO2 eq/MJ, meeting the green fuel refueling needs of international shipping vessels at Shanghai Port. This breakthrough significantly advances and supports the development of Shanghai as an international shipping hub.

This project is the first local green methanol production capacity project in Shanghai, and also the largest green methanol production capacity project in China at present. It is also the largest single city in the world to produce green methanol monomers from wet waste and other waste materials.

The Shanghai 100,000-ton Green Methanol Project, a landmark initiative spearheaded by municipal leaders and government agencies through coordinated efforts, carries profound significance. This strategic endeavor not only establishes Shanghai's independent green methanol production capacity as a stabilizing force in the city's international shipping hub and green fuel trading market, but also serves as a crucial implementation of China's "Dual Carbon" strategy. Furthermore, it represents an essential pathway for advancing the green transformation of Shanghai's global maritime logistics system.

The vivid practice of municipal state-owned enterprises to have the courage to take responsibility and serve the overall situation

This project exemplifies Shanghai's state-owned enterprises (SOEs) courageously stepping up to major challenges while actively supporting the city's development. Through close collaboration among four municipal SOEs, the initiative has successfully transformed waste into treasure——converting the city's wet waste and agricultural byproducts into eco-friendly fuel for the global shipping hub.

The project has secured eleven certification certificates, covering green methanol production bases: Shenneng Group's biomass base in Langxia Town, Jinshan District; Chengtou Group's eco-friendly base in Laogang; Huayi Group's manufacturing facility; along with Shenneng Group and Shanghai International Port Group's green methanol trading, storage, and refueling operations. This achievement signifies that Shanghai's 100,000-ton green methanol project has obtained the "green passport" to enter global markets and undergo refueling at Shanghai Port.

In the future, the four municipal state-owned enterprises will continue to focus on the overall situation, unite their hearts and efforts, and further serve the construction of Shanghai's "five centers", making greater contributions to Shanghai's green and low-carbon development and the construction of an international shipping center!

The project will be completed and put into operation by the end of this year, and is scheduled to complete the first local green methanol filling at Shanghai Port before the 2026 Spring Festival.
